Exposing it to fresh water will also make sure the rice slowly rehydrates. But the most important reason for washing rice is to remove the starchy residue that coats the exterior of the rice after processing. If you don't rinse this away, the rices becomes a bit gooey. Place the rice in a strainer and hold in under running water. At first, the water will be cloudy. When the water is clear, the rice is clean.
